• Organizational strategy – what are the goals for your organization and what is the strategy whereby you are going to get there

• Community strategy – who are the community that you are working with (such as a geographic location or a particular demographic), what are their goals for their community, and what is the strategy whereby they are going to get there

• Policy – policy is an institutionalized proposal or a decided set of elements like laws, regulations, guidelines, and actions to solve or address relevant and real-world problems, guided by a conception and often implemented by programs.

The development of strategy and policy involves a range of methodologies including consultation with a range of stakeholders (who have opinions on or are affected by the strategy or proposal), data collection and analysis (using interviews, focus groups, surveys and administrative data), and economic analyses.
